The coalition of CDU/CSU and SPD has passed a 34-measure "Recovery and Employment Program." Here are the key changes affecting your money:
💰 Tax Relief (vague, but planned)- Basic allowance, child allowance, child benefit, and employee lump sum (currently €1,230) will increase.
- The tax progression zone is flattened, and the top tax rate kicks in at higher incomes.
- Concrete example: A family with two children and €60,000 taxable income saves over €600 per year from 2028.
- Total volume: around €10 billion annually.
- Tax-free Sunday and holiday bonuses: limit rises from €50 to €75 per hour.
- Severance payments get tax breaks if a new job is taken quickly.
- Wealthy tax (45%) now applies from €250,000 (was €278,000).
- New tax bracket at €280,000 with 47%.
- Mini-job flat tax increases from 2% to 5% (employer-paid, e.g., from €12 to €30 for a €603 job).
- Craftsman services: deductible share drops from 20% to 15%, maximum from €1,200 to €900 (up to €300 loss per year).
- Telephone sick note abolished – sick certificate required from day 1 (previously from day 4 by law, employer can vary).
- Fixed-term contracts without reason extended: up to 48 months (instead of 24) and 6 renewals (instead of 3). Re-hiring the same employee possible. Limited until 2030.
- Residential construction loans easier through removal of additive national capital buffer.
- Pension commission: all recommendations to be implemented by year-end.
